Supervision over the proper implementation of the General Policies was delegated by the Supreme Leader to the Expediency Discernment Council in 1998, pursuant to the same Article 110. The primary research question is: what are the limits, scope, and manner of supervision exercised by the Expediency Discernment Council of the System over the proper implementation of the General Policies? This research, employing a formal-legal method and aiming to provide a comprehensive model for supervising the proper implementation of the General Policies, attempts to offer a clear answer to this question. An examination of the supervision over the proper implementation of the General Policies, the regulations for supervision communicated by the Supreme Leader, and the Council's supervisory methods reveals that the limits and scope of the supervision delegated by the Supreme Leader to the Council are not absolute. The method, model, and supervisory mechanism within the Council have undergone an evolutionary process, and one prominent shortcoming in the exercise of supervision over the proper implementation of the General Policies is the lack of a comprehensive supervisory model utilizing existing legal mechanisms. سیاست‌های کلی موضوع بند 1 اصل 110 قانون اساسی دارای ماهیتی هنجاری و لازم‌الاجراست و نظارت بر حسن اجرای آنها موضوع بند 2 اصل 110 به‌عنوان ضمانت اجرای سیاست‌های کلی است. نظارت بر حسن اجرای سیاست‌های کلی با توجه‌ به ذیل اصل 110 از سوی مقام معظم رهبری در سال 1377 به مجمع تشخیص مصلحت تفویض شد. پرسش اصلی تحقیق این است که حدود و قلمرو و نحوة نظارت بر حسن اجرای سیاست‌های کلی توسط مجمع تشخیص مصلحت نظام چگونه است؟ این پژوهش با روش رسمی ـ حقوقی و با هدف ارائة الگوی جامع نظارت بر حسن اجرای سیاست‌های کلی، سعی کرده است پاسخ روشنی به این پرسش بدهد. بررسی نظارت بر حسن اجرای سیاست‌های کلی، مقررات ابلاغی نظارت از سوی مقام معظم رهبری و نحوة نظارت مجمع نشان می‌دهد که حدود و قلمرو نظارت تفویض‌شدة توسط رهبری به مجمع مطلق نیست. نحوة نظارت، الگو و سازوکار نظارتی در مجمع سیر تکاملی داشته است، و یکی از کاستی‌های برجسته در نحوة اعمال نظارت بر حسن اجرای سیاست‌های کلی، فقدان الگوی نظارتی جامع و با بهره‌گیری از سازوکارهای قانونی موجود است. https://hoghoughi.nashriyat.ir/sites/hoghoughi.nashriyat.ir/files/article-files/5001022-1777916203.pdf
