This article examines to what extent these decisions comply with the guarantees of fair trial and which legal and institutional requirements are needed to protect citizens’ rights against them. The aim is to clarify the place of automated administrative decisions within Iranian public law and to identify the main conditions for aligning them with the right to a fair hearing. The research adopts a descriptive–analytical method, based on the examination of legislation, policy documents and existing practice. The findings indicate that, despite general principles such as the right to remedy and the prohibition of discrimination, there are significant gaps regarding the definition and regulation of automated administrative decisions, algorithmic transparency, the right to information and effective mechanisms for challenge and human review. گسترش استفاده از سامانه‌های هوش‌مبنا در خدمات عمومی، نوعی تصمیم اداری خودکار پدید آورده است که می‌تواند بر حقوق شهروندان تأثیر مستقیم داشته باشد، بی‌آن‌که منطق تصمیم‌گیری آن برای آنان به روشنی قابل درک باشد. مسئله این پژوهش آن است که این دسته تصمیمات تا چه حد با تضمین‌های دادرسی منصفانه سازگار است و برای حفظ حقوق شهروندی در برابر آنها چه الزامات حقوقی و نهادی باید پیش‌بینی شود. هدف، تبیین جایگاه تصمیمات اداری خودکار در حقوق عمومی ایران و استخراج الزامات لازم برای انطباق آنها با حق بر دادرسی منصفانه است. پژوهش با روش توصیفی ـ تحلیلی و با اتکا بر تحلیل قوانین، اسناد سیاستی و رویه موجود انجام شده است. نتایج نشان می‌دهد که با وجود اصول عامی چون حق دادخواهی و منع تبعیض، خلأهای جدی در تعریف و تنظیم تصمیمات اداری خودکار، شفافیت الگوریتمی، حق آگاهی و سازوکارهای اعتراض و بازنگری انسانی وجود دارد و اصلاحات تقنینی، نهادی و فنی در این زمینه ضروری است.
