One of the most important and fundamental concepts expressed in the Universal Charter of Human Rights is the issue of "racial discrimination". All universal declarations of human rights prohibit racial discrimination based on the color of human skin. Despite many decades of efforts by the international community, the cases of racial discrimination in some parts of the world, and remarkably in the United States of America, are still present and some new manifestations have emerged. The popular protests of blacks and whites in America and other countries along with the oppressed may be considered as a sign of the gradual decline of the soft power of the Western and American civilization as a result of racial discrimination. Using a comparative-analytical approach, this article has tried to investigate the problem of "racial discrimination" and its effects in the decline of Western civilization and the United States of America.
