Non-governmental organizations, as one of the key pillars of civil society, are striving to address various issues through public participation and by fostering better and closer communication between people and the government in order to convey people's problems to the governing authorities. Since the core of these organizations relies on the general public, they can have a significant impact in supporting public rights. Public rights encompass a wide range of examples. Among the most important examples of public rights in which grassroots organizations can play an effective role are environmental rights, natural resources, public health and safety, promotion of virtue and prevention of vice, citizenship rights, and public security. Also, in internal institutions of the judiciary that safeguard public interests such as the Administrative Court, courts, public prosecutors, and the national inspection organization, special attention has been paid to the position and role of grassroots organizations in the mentioned cases, and certain provisions of the relevant laws have been allocated to the role of these organizations. In this regard, grassroots organizations face challenges such as the lack of independent and consistent laws. Therefore, in addition to addressing specific challenges, it is necessary for the government to take steps towards overcoming general challenges by enacting comprehensive and independent laws to achieve maximum participation and increase the role of the general public in advancing the country's top goals and supporting public rights in relation to public law issues. The research method in this scientific article is descriptive.
