Considering the normative nature of the system's general policies, there is no doubt about the necessity of effective and efficient supervision over the implementation of these policies. Although there have been differences among jurists regarding the quality of this supervision and the guarantee of its implementation, paragraph 2 of Article 110 of the Constitution has specified the authority of the leadership in the matter of supervising the implementation of general policies. Therefore, these questions have been raised: "What are the nature and characteristics of monitoring the good implementation of general policies?" How is the supervision of the good implementation of general policies in government institutions? How is the monitoring of the correct implementation of the policy in the laws and regulations?" What are the limits of the competence of the Expediency Council in monitoring the good implementation of general policies? What monitoring model does this monitoring follow? In this research, an attempt has been made to give a clear answer to the mentioned questions with an institutional, official-legal and historical approach, and finally, it proposes a model for monitoring the good implementation of the general policies of the system in the form of a process.
