Abstract:
"Legislation", as a profession that formulates the legal rules and regulations of other professions, plays a decisive role in shaping the social, economic, and political structures of society. If it formulates laws without regard to ethical principles, it can lead to injustice, discrimination, and violations of the human rights of individuals in society.
On the other hand, legislators, who are professionals who observe "professional ethics standards", must also observe the specific ethical standards of their profession in the process of lawmaking, especially since in this position, situations such as the use of authority and power, guaranteeing the rights of citizens, loyalty to the state, maintaining secrets, paying attention to the privacy and human dignity of individuals, etc., confront them with ethical challenges.
In this article, in the process of legislation and providing a framework for formulating fair and ethical laws, criteria such as: the independence of the legislator, the morality of the legal literature and the legislator, anti-corruption, ethical supervision of legal enactments, the rule of law, perfectionism, justice, human rights and citizenship, transparency and accountability, balance of individual rights and public interests, transparency of the law, minimizing criminal law, morality of evidence to prove a claim, and finally, religiosity, have been examined.
